There are many ways to solve the problem that fcitx cannot input Chinese in st3 on the Internet, but there are fewer solutions for ibus
Finally found an InputHelper plug-in, but repeatedly calling ctrl+shift+z can not call up the input box, so I entered the source file to view and found that the pygtk package was imported in linux_text_input_gui.py, but my ubuntu16.04 did not! So after installing pygtk, you can use ibus to input Chinese in sublime text3.
Solution:
cd ~/.config/sublime-text-3/Packages
git clone https://github.com/xgenvn/InputHelper.git
If you find that you cannot use ctrl+shift+z to call up the input box in sublime text3, please check whether pygtk is installed
sudo apt-get install python-gtk2-dev
