2020 On April 23, 2015, Ubuntu 20.04 on Windows today allows the use of Ubuntu Terminal and running Ubuntu command line utilities, including bash, ssh, git, apt, etc. It requires Windows 10 version 16215.0 or higher and supports ARM64 and x64 architectures. Open ubuntu or Windows Terminal and run the command do-release-upgrade.

The above error message may appear.
Open the file sudo vi /etc/update-manager/release-upgrades

# never - Never check for, or allow upgrading to, a newrelease.
# normal - Check to see if a newrelease is available. If more than one new
# release is found, the release upgrader will attempt to upgrade to

# lts - Check to see if a newLTS release is available. The upgrader
# will attempt to upgrade to the first LTS release available after
# the currently-running one. Note that ifthis option is used and
# the currently-running release is not itself an LTS release the

Prompt=normal
The default setting is Prompt=lts, change it to Prompt=normal., re-execute the command do-release-upgrade
